I would like to upgrade my keyboard, not all the way to an expert 88-key which I cannot fully utilize, but somewhere near 60'ish key since I could make use of the size for learning actual piano and writing traditional piano songs.

There are probably a few other choices for a good synth with real keys at around $500 especially if you are willing to buy something used. At that price you could get an IK Multimedia UNO Synth Pro Keys or a Modal Cobalt 5 or a used DeepMind. The thing is a $300 synth module plus a $200 controller puts you at $500. The Arturia Keystep 37 would be good at $200, and there are a few others that would be a bit cheaper. Yes, if he can upgrade to a better controller, then he will have a far wider choice.
